Victor Pacheco
Victor Pacheco is a highly experienced Safety Director with 20 years of expertise in the construction industry. As the Regional Safety Director, Victor Pacheco oversees and directs Carmel’s safety, health and environmental policies, procedures, new technologies and manages loss prevention support services from insurance companies. Victor's leadership style is both strategic and hands-on, ensuring that safety is integrated into all levels of project planning and execution. He is recognized for his collaborative approach, working closely with management teams, employees, and stakeholders to ensure safety remains the top priority.
Prior to joining Carmel Victor worked as the Safety Director for one of the largest general contractors in New York City and Florida working in the construction of major residential and commercial buildings, hospitals, casinos, universities, train stations, schools, and hotels. Victor also worked as an OSHA federal Safety Officer garnering experience in both the public and private sectors, as well as enforcement, litigation, outreach, emergency disaster management, and compliance.
Throughout his career, Victor has demonstrated a consistent ability to reduce workplace incidents, increase regulatory compliance, and foster a strong safety culture. His approach focuses on proactive risk assessment, effective safety audits, and comprehensive employee training, helping to minimize hazards and maintain a safe environment for all workers.
As an expert in his field, Victor holds a Bachelor of Science in Risk Engineering from the Technological University of Chile. Subsequently, he expanded upon his professional knowledge by becoming a Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), New York City Licensed Site Safety Manager (LSSM), New York State Safety Manager (SSM), New York City Construction Superintendent, OSHA 500 Train the Trainer, and Rigger Level I and II (NCCCO), He is also an accomplished bilingual safety trainer. Victor presented the topic of "Integration of Multilingual Training for the Construction Industry in New York City" at the 2010 ASSP Annual Conference in Baltimore. Considering his outstanding body of work Victor was honored with the OSHA's Regional Administrator Award in 2014 and in April 2024 Victor was recognized by Marquis Who’s Who as one of the top safety professionals in the United States.
