Kim is the CEO and a Founding Partner of Toscano Clements Taylor (TCT Cost), a WBE/SBE/DBE Cost Consulting firm with offices in New York, Washington DC, and NJ. TCT Cost is actively involved in a multitude of Design Build projects working on behalf of both Owners and Design Build teams providing Design Cost Management advice.  Clients include NYC DDC, MTA, NYCDEP, WMATA, USACE and many other federal, state and city agencies.  Kim has over 35 years of management experience includes cost management, project management and firm management experience.
