Kelly is a Senior Resident Engineer for The Port Authority of New York and Jersey in the Construction Management Division of the Engineering Department. She started her career working for The Port Authority in 2008 and has completed projects in Aviation, PATH, and the Moynihan Train Hall. In her current role, she manages construction contracts at Port Newark and Bayonne. The work includes project delivery, site coordination with facility operations, as well as managing budgets, schedules, and quality of work.

Kelly has two Bachelors of Science degrees in Aerospace Engineering and Mechanical Engineering from West Virginia University and is a Certified Construction Manager.
