Carlos Bannister
Carlos Bannister is the Assistant Commissioner and Chief Contracting Diversity Officer at the NYC Department of Transportation. He oversees the Vendor Relations unit, which encompasses three primary areas: Contract Compliance, Vendor Responsibility, and the Disadvantaged/Minority Women Business Enterprise (D/MWBE) program.
In this capacity, Mr. Bannister has developed and implemented innovative strategies and policies to enhance contracting opportunities for D/MWBEs. His initiatives have successfully increased the agency MWBE utilization from 11% to 32%, securing over $950 million in contract opportunities for these enterprises.
