Since 2019, Beverly Prior, FAIA, DBIA has been the AECOM-Hill Joint Venture’s program manager for New York City’s Borough Based Jails Program in partnership with the NYC Department of Design and Construction in delivering, through design-build contracting, the $16 billion justice reform program that includes five early works design-build projects and will culminate in four high-rise, new jail facilities, one each in the boroughs of Manhattan, Brooklyn, Queens, and The Bronx.

In Beverly’s more than three decades of experience, she is recognized as a national leader in public design-build delivery and justice facility projects in roles both on the design builder’s side and on the owner’s side. She is frequently invited to write articles and speak at national conferences, including the September 2024 article, “New York City’s Design-Build Delivery Journey” published in Correctional News and the American Correctional Association presentation in January 2025, “Human Experience Research to Inform Enduring Design and Operations Interventions for New York City’s Borough Based Jails”.
