Allison Ruddock
Allison Ruddock is the Director of Planning at VHB, where she leads a team of planners, scientists, and technical specialists in shaping the future of New York City’s built environment. With more than 20 years of experience, she specializes in land use strategy, zoning, and environmental review, guiding public- and private-sector clients through complex regulatory processes to advance transformative projects.
Allison has played a key role in citywide initiatives, most recently leading the Environmental Impact Statement (EIS) for the City of Yes for Housing Opportunity—the most comprehensive update to NYC’s zoning in more than 60 years. Her work spans large-scale rezonings, infrastructure projects, and real estate developments, integrating data-informed analysis and strategic planning to drive outcomes that support housing, economic growth, and sustainability.
