White House Supports Commercial-to-Residential Conversions
The Biden-Harris administration has announced new actions to spur commercial-to-residential conversions across the country and increase the supply of affordable, zero-emissions housing. Conversion projects, which repurpose existing commercial buildings into multifamily housing, are growing in popularity as a tool to revitalize downtown business districts hit with high office vacancy rates and boost housing supply. The retrofits also present an opportunity to reduce greenhouse gas emissions in the building sector.
This being said, as we highlighted in our recently published anthology on commercial-to-multifamily conversions, such conversions can be challenging and often require zoning changes, financing, incentives and other policy support, particularly if they are to be done at scale.
